Export libraries from schematic/board

Can be used to make individual changes to components in a
project. Just load
the board or the schematic and the board, use this ULP to
generate a library
or several libraries containing the used components, make
your changes in the
library, and use the UPDATE command to introduce the changes
to the schematic
or board.
